This is inspired through his social entrepreneurial values and strategic vision that facilitates collaboration and opportunities for positive diversification within a fast-paced, complex environment.

With over 20 years commercial experience across several industries, Richard is passionate about the power of digital transformation in meeting customer needs. He looks to deliver innovative, intuitive and high performing solutions, ultimately improving the patient journey.
Dr Paul Perry
Medical Director
With over 14 years' experience as a GP in the NHS, Paul has led the successful implementation of digital transformation, which brings a strong focus on embedding clinical safety. He has overall responsibility for clinical governance, regulatory compliance and patient safety.

Chief Financial Officer
Zahid has a strong background in both the healthcare and manufacturing sectors. He brings a wealth of financial leadership and strategic insight to CLEO Systems.

Emma is a commercially focused Director with over 20 years’ experience in healthcare technology. She has led multi-channel marketing and communications strategies, specialising in product marketing, brand development, and customer growth.
Rob Barraclough
Business Development Director
Rob brings a wealth of experience across healthcare and technology. He spent a decade in commercial roles within a major telecommunications group before moving into workforce management, where he led sales and later served as Managing Director, supporting urgent care providers across the UK and Ireland. In 2023, he became Chief Commercial Officer at a healthcare-focused organisation, working with leading partners to secure NHS contracts. Rob joined CLEO Systems in 2025, focussing on expanding product reach into new markets and strengthening CLEO positioning the preferred partner for Integrated Urgent Care services and NHS Trusts nationwide.

Product Director - Digital Medicines, Innovation & Partnerships
Karen is an experienced product professional, with over 12 years delivering health technology and a passion for system interoperability. Karen leads Product Development supported by her Clinical and Commercial colleagues.
Adnan Riaz
Product Director - Integrated Urgent Care
Adnan leads the design and delivery of digital health solutions that support urgent and emergency care services across the NHS. With a background in delivering complex, national-scale digital products and services, Adnan brings over 20 years of experience across health and public sector technology.
Stewart Baird
Chair & Non-Executive Director
Stewart has been an investor and board member for the last 20 years previously running a private equity investment house servicing small and medium size businesses in the UK. Stewart has sat on the Boards of several technology and software businesses as well as covering other sectors.
Prof Matthew Cooke PhD
Non-Executive Director
Professor Matthew Cooke is a non-executive director of CLEO Systems and chairs the Clinical Safety Committee. He has a background as an NHS emergency physician and Professor of Clinical Systems Design. He has also held multiple leadership roles in the NHS, including serving as the National Clinical Director for Urgent and Emergency Care and the Medical Director of NHS111. He now has a portfolio of non-executive roles in digital and emergency healthcare.

Akash is an experienced General Practitioner (GP) with over 20 years of clinical practice and has held various leadership roles within the NHS. He believes that CLEO can be a “force for good” by unlocking the value of digital technology to help NHS frontline teams deliver better patient care.

Bal recently joined CLEO Systems in January 2025 and is an experienced advisor and angel investor committed to helping businesses unlock growth and achieve sustainable success. With a distinguished career in telecommunications, he draws on deep sector knowledge and strategic insight to develop, support and shape innovative ventures – delivering measurable value that drives both top-line expansion and bottom-line performance.
